Disclosure
This comparison is published by ChatMitra, one of the providers listed. We list every provider's price as its own website showed it on 28 September 2026, show where competitors are cheaper than us, and write "not published" where a figure isn't public. Prices change, so check each provider's page before you buy.
The best WhatsApp API provider in Egypt depends on how you want to pay, which language your team works in and how much you send. On prices checked on 28 September 2026, YCloud’s free plan was the cheapest way to run a typical month; Quali-D and Linkiasoft are Egyptian providers with prices in Egyptian pounds and Arabic support; ChatMitra passes Meta’s rates through at cost with a free plan; and Infobip and Unifonic have Cairo offices for larger companies. Every provider sends through Meta’s WhatsApp Business Platform, and Meta charges the same rate whichever one you pick. What differs is the plan price, any markup, the billing currency and the software.
Key takeaways
- Meta's Egypt rates: marketing $0.0644; utility, authentication and service $0.0036. They didn't change on 1 October 2026.
- New from October: service replies beyond 1,000 a month per number are charged, but several provider pages still call them free.
- Marketing drives the bill: 88% of Meta's charges in our worked example.
- EGP pricing is mostly local: Quali-D and Linkiasoft publish EGP prices; global platforms bill in USD.
- Law 151's grace period ended around 1 November 2026, and it requires consent for electronic direct marketing.
Meta’s WhatsApp API rates for Egypt
Egypt is a standalone market on Meta’s rate card, and its rates didn’t change on 1 October 2026. Meta cut Egypt’s utility and authentication rates on 1 October 2025 and its marketing rate on 1 January 2026, so Egypt is already one of the cheaper markets for transactional messages.
Meta charges per delivered template message, based on the category and the recipient’s country code (+20), not on where your provider is based.
| Category | Meta rate (USD) | About EGP* | Typical use |
|---|---|---|---|
| Marketing | $0.0644 | EGP 3.34 | Offers, launches, re-engagement |
| Utility | $0.0036 | EGP 0.19 | Order confirmations, delivery and payment updates |
| Authentication | $0.0036 | EGP 0.19 | One-time passwords |
| Authentication-international | $0.065 | EGP 3.37 | OTPs from eligible businesses based abroad |
| Service (after 1,000 free a month) | $0.0036 | EGP 0.19 | Replies inside the 24-hour window |
Source: Meta’s USD rate cards effective 1 July and 1 October 2026 (identical for Egypt apart from the new service column), downloaded 28 September 2026. *Converted at the Central Bank of Egypt’s selling rate of EGP 51.7866 per US dollar on 27 September 2026. Meta publishes no EGP rate card, so your charge depends on your billing currency.

What changed on 1 October 2026 applies to every market, Egypt included:
- Service messages are now charged. Replies inside the 24-hour customer service window cost the utility rate after 1,000 free per business phone number per month. Unused free messages don’t roll over.
- Utility templates sent in reply to a customer are charged, ending an exemption in place since July 2025.
What stays free: every message inside a free entry point window. When someone contacts you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button on the WhatsApp phone app and you reply within 24 hours, a 72-hour window opens in which all messages are free.
Volume tiers lower the utility and authentication price at scale. Counted monthly across your business portfolio, Egypt’s utility rate stays at $0.0036 for the first 100,000 messages, then steps down to $0.0034 (−5%) and eventually $0.0027 (−25%) above 80 million. Marketing has no tiers. Meta changes rates only on the first day of a quarter (1 January, 1 April, 1 July or 1 October), so check the current card before you budget.
What a WhatsApp API provider does
A WhatsApp API provider, often called a Business Solution Provider or BSP, connects your business to Meta’s WhatsApp Business Platform and supplies the software around it: number onboarding, template tools, a shared team inbox, broadcasts, chatbots and integrations. Meta sets the per-message price; providers differ in what they add on top, the currency you pay in, and the software and support.
A business with developers can skip the provider and use Meta’s Cloud API directly, but then it builds the inbox and tools itself. See WhatsApp Cloud API pricing: direct vs provider.
One warning specific to this market: some tools sold in Egypt connect by scanning a QR code “like WhatsApp Web”. That isn’t the official API, and automating the ordinary WhatsApp app breaks WhatsApp’s terms. Our guide to official vs unofficial bulk WhatsApp senders explains the risk.
How we compared the providers
We used only each provider’s own website, read on 28 September 2026, and compared Meta rate transparency (at cost or marked up, and whether Egypt rates are published), entry cost, total cost in our worked example, billing currency, Egypt presence and Arabic support as the provider states them, and features and limits, especially whether the entry plan includes broadcasts. Partner status is reported as each provider’s own claim. Where a figure isn’t published, we say so.

Sources: each provider’s own pricing or product page, checked 28 September 2026. Quali-D’s plan prices come from its own blog (updated January 2026) because its pricing page returned an error. Wati was also reviewed but left out, because its Egypt prices conflicted between its Arabic pricing page and the pricing data its site loads.
Worked example: a month of WhatsApp for a Cairo online store
Take an online electronics store in Cairo. In a typical month from October 2026 it sends:
- 5,000 marketing messages: two offers to 2,500 opted-in customers.
- 8,000 utility messages: order confirmations (including confirming cash-on-delivery orders before dispatch), shipping and delivery updates.
- 1,000 authentication messages: login codes for its app.
- 4,000 service messages: replies to customer questions, 1,000 of them free.
| Category | Messages | Meta rate | Meta charge |
|---|---|---|---|
| Marketing | 5,000 | $0.0644 | $322.00 |
| Utility | 8,000 | $0.0036 | $28.80 |
| Authentication | 1,000 | $0.0036 | $3.60 |
| Service | 3,000 charged | $0.0036 | $10.80 |
| Total | 18,000 | $365.20 (about EGP 18,912) |
Marketing is 88% of the bill. A 20% markup on marketing alone adds $64.40 a month here. Before October, service replies were free and this month would have cost $354.40.

Monthly totals on each provider’s cheapest published plan that includes broadcasts:
| Provider and plan | Plan / month | Messages | Total / month |
|---|---|---|---|
| YCloud Free (1 user) | $0 | $365.20 | $365.20 |
| Quali-D BASIC (broadcasts not confirmed) | EGP 999 (≈$19.29) | $365.20 | ≈$384.49 |
| ChatMitra Enterprise | ₹2,499 (≈$26.08) | $365.20 | ≈$391.28 |
| ChatMitra Starter | ₹0 | $365.20 + up to ₹3,600 (≈$37.57) conversation fees* | up to ≈$402.77 |
| Linkiasoft Plus | $40 | $365.20 | $405.20 + extra units† |
| LetsBot Basic + bulk messaging | $49.98 | $365.20 | $415.18 |
| 360dialog Regular | $59 | $365.20 | $424.20 (API only, no inbox) |
| Twilio | none | $365.20 + $90.00 ($0.005 × 18,000 sent) | $455.20 + $0.005 per message received |
| AiSensy Basic | $45 | $438.24 (+20%)** | $483.24 |
| Infobip | none | $505.19 at its published Egypt rates‡ | $505.19 |
| respond.io Growth (2,500 contacts) | $239 | $365.20 | $604.20 |
*₹0.20 once per contact per 24-hour conversation, including customer-started ones; assumes the maximum of 18,000 conversations. INR converted at 28 September 2026 rates (₹1 ≈ $0.0104). **AiSensy’s sheet lists no service rate; we applied its 20% markup to service too. Quali-D’s plan contents aren’t detailed on its site. Linkiasoft’s Lite and respond.io’s Starter exclude broadcasts, so the next plan is used; respond.io prices by monthly active contacts, and this store messages 2,500. †Linkiasoft Plus includes 4,000 conversation units a month, shared across messages, AI replies and automations, so this volume needs more (price not published). ‡Assumes Infobip keeps 1,000 service messages free. Excluded: Rasayel (Start caps broadcasts at 250 users a day and messages at 10,000 a month) and Unifonic (billing period not stated).
YCloud’s Free plan is cheapest for this month at Meta’s cost alone, with one user and support in UTC+8 office hours, which end early afternoon in Cairo. Quali-D is next and bills in pounds; ChatMitra Enterprise and Starter follow. Twilio’s per-message fee, AiSensy’s markup and Infobip’s all-in rates add about $73 to $140 on top of Meta’s charges.
The 12 providers, compared
1. Linkiasoft: Egyptian CRM, Arabic-first
Linkiasoft is based in Cairo and says it “sits on top of the official WhatsApp Business Platform”.
- Pricing: Lite $20 a month (3 users, 1 channel, no broadcasts), Plus $40, Premium $90. It shows EGP 1,035 / 2,070 / 4,657 as an “approximate conversion”. Meta’s fees are “paid directly to Meta… we add no margin”.
- Features: an “Arabic & English interface, RTL ready”, with broadcasts from Plus.
- Watch for: it also offers a QR-code connection “exactly like WhatsApp Web”, which is not the official API. Use the official connection.

Quali-D (Devianops LLC, with an Egyptian tax ID and a +20 contact number) calls itself an “Official WhatsApp API Provider & Meta Tech Provider”.
- Pricing: its January 2026 guide lists BASIC at EGP 999 a month, STARTER EGP 4,999 and PRO EGP 9,999, with a free trial. Its pricing widget shows Meta’s own rates ($0.0644 marketing, $0.0036 utility).
- Features: “Support in Arabic and English” and “Pricing in Egyptian Pounds”.
- Watch for: plan contents aren’t published on a live pricing page, and “Tech Provider” and “BSP” are different Meta programmes, so ask which applies.

- Best for: mid-size and larger businesses in the Gulf and Egypt that want a regional vendor and Arabic support.
5. LetsBot: low entry price, Arabic interface
LetsBot is registered in England, lists an Egyptian phone number and calls itself an “official Meta Business Partner for WhatsApp Business API in the Middle East”.
- Pricing: Starter $6.35 a month (12,000 messages, 5 employees), Basic $24.99, up to Unlimited $230. Bulk messaging is a $24.99 add-on; the 14-day trial “includes everything except bulk messaging”.
- Plus: it’s the only page we found that already mentions “the first 1,000 service messages a month free per number”.
6. ChatMitra: free plan, Meta’s rates at cost
ChatMitra is an India-based WhatsApp Business API platform that describes itself as a Meta Business Partner. It accepts Egyptian (+20) numbers for sign-up, sending and contacts.
- Pricing: Starter is free, Pro is ₹999 a month (about EGP 540) with a free trial and, per ChatMitra’s pricing page, 1,000 free messaging credits a month, and Enterprise is ₹2,499 (about EGP 1,351). Meta bills its charges directly to your own payment method, at cost. ChatMitra adds ₹0.20 per 24-hour conversation on Starter and Pro; Enterprise has no platform fee.
- Features: broadcasts with tag segments and retargeting, a shared team inbox with roles, campaign reports, Shopify and Google Sheets automations and an Android app. Pro adds auto-replies, an AI chatbot, API access and webhooks.
- Watch for: plans are billed in Indian rupees (check your card can pay in INR); there’s no Egypt office; the dashboard is English-only; and the template builder offers Arabic (
ar) but not the Egyptian Arabic code (ar_EG).
7. YCloud: zero markup, Egypt rates published
YCloud says it is “a Meta Official BSP” and publishes an Egypt rate table at Meta’s prices.
- Pricing: Free at $0 (1 user); Growth $52 a month, or $39 billed yearly (2 users); Pro $118 monthly. “All pricing plans include” campaigns.
- Watch for: its table still lists service as “Free”, and support runs 9:30 to 18:30 UTC+8.
8. AiSensy: marketing toolkit, 20% markup
AiSensy’s country sheet lists Egypt at $0.07728 for marketing and $0.00432 for utility and authentication, exactly 20% above Meta.
- Pricing: Free Forever at $0, where “Broadcasting is not available”; Basic $45 a month with “1 Owner + 5 FREE Agents”; Pro $99.
- Watch for: its page says “Service conversations are always free”, which is out of date from October.
9. respond.io: omnichannel inbox
respond.io promises “No setup fees or markups; pay only what Meta charges” and calls itself a “Meta Premier Partner”.
- Pricing: Starter $79 a month (5 users); Growth $159 and Advanced $279 at 1,000 monthly active contacts (Growth is $239 at 2,500), with a 7-day trial.
- Watch for: broadcasts start on Growth, and the trial excludes them.
10. Rasayel: built for sales teams
- Pricing: $30 per user a month (minimum 5 users) on Start, $40 per user (minimum 10) on Grow; “WhatsApp messaging fees are paid by you to WhatsApp/Meta directly”. 7-day trial.
- Watch for: Start caps broadcasts at 250 users a day and messages at 10,000 a month, and we found no Egypt-specific offer, though its site has an Arabic version.
11. 360dialog: API access without a markup
360dialog calls itself an “Official Meta Partner” and sells API access at €49 per number per month with “no markups on Meta fees”. It suits developers building their own tools; there’s no inbox on the entry plan. See ChatMitra vs 360dialog.
12. Twilio: developer platform, per-message fee
Twilio passes Meta’s fee through and adds “$0.005, inbound or outbound”. On Egypt’s $0.0036 utility rate, that more than doubles the cost of each utility message. See ChatMitra vs Twilio.
Which kind of provider fits you?
| If you… | Consider |
|---|---|
| Want EGP pricing, Arabic support and a local team | Quali-D or Linkiasoft |
| Are a larger company wanting a regional vendor with a Cairo office | Infobip or Unifonic |
| Want a low-cost self-serve inbox and broadcasts, billed in USD or INR | YCloud, ChatMitra or AiSensy |
| Run a sales team working WhatsApp leads | respond.io or Rasayel |
| Have developers building WhatsApp into your own app | 360dialog or Twilio |
Arabic and English templates: getting them right
Meta supports Arabic (ar) and a separate Arabic (EGY) code, ar_EG, alongside other Arabic variants and English. Meta doesn’t translate templates, so you supply the Arabic text for whichever code you choose.
- One name, two languages. Create Arabic and English versions under the same template name. Meta treats each language as a separate template with its own approval status, and each counts toward your template limit.
- Mind the direction. Arabic runs right to left. Check where each variable lands: a name or order number that sits at the end of an English line sits at the start of the Arabic one.
- Numbers and links. Order numbers, prices and URLs inside Arabic text can display in a surprising order. Test every template on Android and iPhone before sending.
- Store each customer’s language. Keep a contact field for the preferred language and send the matching version.

Sending OTPs to Egypt from abroad: the authentication-international rate
If your business is based outside Egypt (for example, a Gulf-based app with Egyptian users), one-time passwords to +20 numbers can be billed at Egypt’s authentication-international rate of $0.065, about 18 times the domestic $0.0036. Meta’s rules:
- It applies only if your primary business location is another country and Meta has deemed you eligible, after you send more than 750,000 messages outside customer service windows in a moving 30-day period to users in markets with such rates.
- Meta gives 30 days’ notice, and eligibility is permanent.
- You always pay the domestic rate in your own primary business location.
For 100,000 OTPs a month, that’s $360 at the domestic rate against $6,500. Check your Primary Business Location in Meta Business Manager, and compare SMS if you’re affected. See our guide to authentication messages.

Consent, Law 151 and VAT
Egypt’s Personal Data Protection Law, No. 151 of 2020, is in force, and its Executive Regulations (Minister of Communications and IT Decree No. 816 of 2025) were issued on 1 November 2025, according to law-firm summaries. The law gave businesses one year from the regulations’ issuance to comply, so the grace period ended around 1 November 2026.
Article 17 is the one that matters for WhatsApp marketing. In an unofficial English translation, it prohibits electronic direct marketing unless:
- the recipient has consented;
- the message identifies the sender;
- the sender has a valid address where it can be reached;
- the message is clearly marked as direct marketing; and
- there’s a clear, simple way to opt out or withdraw consent.
Article 18 requires keeping records of consent for three years after the last communication, and Article 43 sets fines of EGP 200,000 to EGP 2,000,000 for breaching Articles 17 and 18. The law also provides for licences from the Personal Data Protection Center, including for direct electronic marketing. WhatsApp’s own Business Messaging Policy already requires opt-in and honouring every opt-out. See our WhatsApp opt-in guide. This is general information, not legal advice.
VAT on Meta’s charges. Meta states that since 1 July 2023, WhatsApp Business services in Egypt are subject to VAT at the applicable local rate. If you add your Tax Registration Number and Unique Identification Number to your account, WhatsApp doesn’t add VAT and you self-assess it under the reverse-charge rules. Ask your accountant how this applies to you.
How to get the WhatsApp Business API in Egypt: 6 steps
- Create a Meta business portfolio with your company’s legal name, address and website.
- Choose a phone number that can receive an SMS or voice call for verification; a landline works. If it’s on the WhatsApp Business app, ask about coexistence or remove it from the app first.
- Connect the number to your provider through Meta’s Embedded Signup or by sharing your WhatsApp account with the provider, and set a display name that matches your business.
- Add a payment method in Meta Billing Hub if Meta bills you directly, and your Tax Registration Number and Unique Identification Number if you have them.
- Verify your business. New portfolios can message 250 unique people outside the service window per 24 hours; verification, or 2,000 high-quality template deliveries in 30 days, lifts that to 2,000.
- Create Arabic and English templates and start collecting opt-ins that meet Article 17.
More detail in how to get the WhatsApp API.
What to ask every provider before you sign
- What will I pay Meta, and what will I pay you, as separate lines?
- How will you bill service messages beyond the 1,000 free now that Meta charges them?
- Which currency will I be invoiced in, and who adds VAT?
- Which Arabic template codes does your builder offer, and is the inbox right-to-left?
- Does the plan I’m buying include broadcasts, and how many?
- What support hours cover Cairo time?
- Is this the official Cloud API, not a QR-code connection?
Common mistakes
- Comparing plan prices and ignoring the markup. In our example, Meta’s own charges were the largest part of every total.
- Buying an entry plan without broadcasts. Several entry plans (AiSensy Free, Linkiasoft Lite, respond.io Starter) don’t include them.
- Believing “service messages are free”. Many pages haven’t caught up with October 2026.
- Collecting marketing contacts without recorded consent, which Law 151 requires you to keep for three years.
- Using a QR-code “WhatsApp Web” tool instead of the official API, which risks a ban.
Summary
Egypt’s WhatsApp rates didn’t change on 1 October 2026, but service replies beyond 1,000 a month are now charged, and marketing at $0.0644 is still most of a typical bill. Choose on four questions: does the provider mark up Meta’s rates, which currency will you pay in, does it support Arabic properly, and does its entry plan include broadcasts? On published prices, YCloud’s free plan is the cheapest to run, Quali-D and Linkiasoft are the Egyptian options with EGP pricing, ChatMitra passes Meta’s rates through with a free plan, and Infobip and Unifonic serve larger companies from Cairo offices.
