In India, a WhatsApp Business API message costs ₹0.8631 if it’s a marketing message and ₹0.1150 if it’s a utility or authentication message. These are Meta’s official per-message rates from its INR rate card effective 1 July 2026, and they are unchanged on the card that takes effect on 1 October 2026. Messages your customers send you are free. On top of Meta’s charge you pay your provider’s fee. On ChatMitra, for example, a marketing message costs about ₹1.06 all-in on Starter or Pro, or just Meta’s ₹0.8631 plus the monthly plan on Enterprise.
Two things change on 1 October 2026. Meta starts charging for service messages, your free-form replies inside the 24-hour window, at ₹0.1150 each after a free tier of 1,000 per phone number per month. Meta sets one rate per message category for each market. For India, in rupees:

It depends on which WhatsApp Business you mean.

What counts as a chargeable message?
A chargeable WhatsApp message is a template message that Meta delivers to a customer’s phone, priced by its category (marketing, utility or authentication) and the customer’s country code. From 1 October 2026, service replies beyond the first 1,000 free each month also count. The rules that decide whether you pay:
- Only delivered messages are charged. If a template doesn’t reach the phone, Meta doesn’t bill it.
- Customers messaging you is free. Every message a customer sends you costs nothing.
- The 24-hour customer service window. When a customer messages you, a 24-hour window opens, and it resets with each new customer message. Inside it you can reply in free-form text and media.
- Templates are needed outside the window. To start a conversation, or to write after 24 hours of silence, you need an approved template, and templates are charged by category.
- The 72-hour free entry point. If a customer reaches you through a Click-to-WhatsApp ad or a Facebook Page call-to-action, and you reply, everything you send for the next 72 hours is free, templates included.
- Rates follow the recipient’s country. A message to a +91 number is billed at India’s rate, whatever currency you’re billed in.
What changes on 1 October 2026
Meta announced two changes that take effect together. Neither changes what you can send; both change what you pay.

Three details are easy to miss. The 1,000 free service messages are per phone number, not per account, and they are shared between one-to-one and group chats. Unused messages don’t roll over to the next month. And if your WhatsApp Business account has no payment method, Meta stops delivering service messages once the free tier runs out, so a support team can go silent mid-month without warning. Where your rupee goes: Meta and your provider
Every WhatsApp API bill has two parts:
- Meta’s charge, per delivered message, at the rates above. A good provider passes this through at cost.
- The provider’s charge. This is a monthly subscription, a markup on Meta’s rate, a per-message fee or a per-conversation fee, depending on the provider. It is where providers differ most.
At ChatMitra, Meta’s rate is passed through at cost. On the Starter (free) and Pro (₹999/month) plans we add a ₹0.20 platform fee once per contact per 24-hour conversation, not per message. When you compare providers, make them quote the same way: Meta’s charge and their own charge as separate lines. A single “per message” number can hide a markup, and “per conversation” versus “per message” fees aren’t directly comparable.

The marketing message is still most of the bill. The October change adds 11.5 to 23 paise to this journey, depending on whether you’ve used up your free service messages for the month.

Very large senders get lower utility and authentication rates. The tiers count messages across every WhatsApp Business account in your business portfolio and reset each month.

How to lower your cost per message
- Reply fast, inside the window. Free-form replies within 24 hours of the customer’s last message are free until 30 September. After that, the first 1,000 each month per number stay free.
- Categorise honestly. Use utility templates only for genuine, non-promotional updates. Meta recategorises promotional “utility” templates as marketing, and marketing costs about 7.5× more.

- Use the free entry point. Traffic from Click-to-WhatsApp ads gets 72 hours of free messaging after your reply. That’s worth planning your follow-up sequence around.
- Segment before you broadcast. Sending a Diwali offer to 5,000 relevant customers instead of 20,000 cuts that campaign’s cost by 75%.
- Pick the plan that fits your volume. Below about 12,500 conversations a month, a free plan with a small per-conversation fee is usually cheapest. Above it, a flat plan with no platform fee wins. Compare on ChatMitra pricing.
Common mistakes when budgeting WhatsApp messages
- Treating a provider’s figure as Meta’s rate. You’ll find ₹1.09 for marketing and ₹0.145 for utility quoted in search results. Neither is on Meta’s INR rate card (₹0.8631 and ₹0.1150). Figures like these usually include a provider’s markup or an older rate.
- Assuming support replies are free forever. From 1 October 2026 they’re free only up to 1,000 per number per month.
- Comparing per-message and per-conversation fees directly. Convert both to “cost per customer per month” for your real volumes.
- Ignoring authentication-international. If your business is registered outside India but sends OTPs to Indian users, you may pay ₹2.4971 per OTP, not ₹0.1150. Check your eligibility notice from Meta.
- No payment method on the account. After 1 October, service messages beyond the first 1,000 free each month simply won’t be delivered.
