Why does the cost differ between cities?
Meta bills per conversation by category — roughly ₹0.86 marketing, ₹0.11 utility and ₹0.11 authentication. Cities differ in their category mix, not in their rates. A market dominated by OTP traffic runs a far lower average cost per conversation than one dominated by promotional campaigns at the same volume.
